History : Why did the British Implement Constitutional Changes in Singapore?

The constitutional changes the British implemented is the right to vote and local control over government. In 1948, Only the British were allowed to vote and voting was compulsory but by 1959, All citizens could vote and voting became compulsory.
But now, why did the British implement these constitutional changes?
 1.  Decolonization
Many of the colonized countries started to gain independence. For example, India ( 1947 ), Indonesia ( 1949 ) and Vietnam ( 1954 )
 2. Rise of Political Consciousness
 During the Japanese Occupation, Malay’s were put in position of power by the Japanese, resulting in political awakening.
3. Communist threat in the region.
